The Multi Commodity Exchange of India Limited (MCX) on August 20, 2026, issued the UNSC Press Release and Sanction List.
The following has been stated:
• The circular informs MCX members about amendments to the UNSC 1267(1999) Sanctions List concerning individuals and entities associated with ISIL (Da’esh), Al-Qaida and associated groups. The updates include amendments to four entries notified on August 13, 2026, and a further amendment of 21 entries notified on August 20, 2026. These sanctioned persons/entities are subject to measures such as asset/account freezing, travel restrictions and denial of financial services.
• In accordance with Section 51A of the Unlawful Activities (Prevention) Act, 1967 (UAPA) and the Central Government Order dated February 2, 2021, MCX members are required to follow the prescribed procedure for implementation of the sanctions. They shall screen all existing and future accounts to ensure that no account is held by or linked to any individual or entity appearing on the applicable UNSC Sanctions Lists, in line with Clause 54 of SEBI's AML/CFT Guidelines dated June 6, 2024.
• The circular further requires that any request for delisting received by a regulated entity shall be forwarded electronically to the Joint Secretary (CTCR), Ministry of Home Affairs, with a copy to the Joint Secretary (UNP), Ministry of External Affairs. Persons or entities seeking removal from the relevant UNSC list may also apply to the UN-appointed independent Ombudsperson under the applicable delisting mechanism.
• The circular specifically advises stock exchanges, depositories, KRAs and registered intermediaries to take note of the updated UNSC communications and the February 2, 2021, Central Government Order and ensure necessary compliance. MCX members are also advised to regularly monitor the SEBI website for further updates to the UNSC Sanctions List.
